School children are expected to wear uniform but their parents are often too poor to buy the clothes. Then the children go to school in the best clothes they have. Shoes are an encumbrance when the walk to school might involve trudging along a muddy forest trail, and there's no specialist shoe store to buy the latest fashion in sneakers.
